Paper on ArXiv for a year now, should I disclose about it in ICLR submission? [Discussion]

Hi, I have a solo paper on arxiv from my masters studies, which was my part-time work and a few months back I got back to it and tried to finally make it publication ready. Do I need to disclose it in the main paper for ICLR submission that there exists a paper with a similar title but a little different writing and added experiments?
